How To Win The Lotto: Repeating Numbers?

I read an interesting tip last night, in reference to Powerball, but since Powerball is a lotto game, I figure it applies to” How To Win Lotto” as well. The tip was that at least 1 number will repeat 40% of the time.
From my own experience, I had always felt that, when in doubt of a number to select, use one from the last draw (see my super Powerball tip on How To Win Powerball / Powerball Number Generator), but this is the first time that I had seen any type of statistical figure attached to it. I personally use the “repeat” rule for selecting the powerball and megaball in those type of lotteries, but haven’t really seen an effective way to use the “repeat” rule of your primary numbers, because the one thing I can assure you, in any 6 ball lotto game, all 6 balls have never repeated, not only in the next successive draw, but also during the lifetime of that particular lotto game!
